
Smart Government Steering Group
The framework of Taipei Smart City takes “smart government” as the core value, and promotes “smart security”, “smart building”, “smart transportation”, “smart education”, “smart healthcare”, “smart environment”, and “smart economy” to be the blueprint for the future development. In order to achieve it, “1+7 smart city steering groups” were established. The smart government steering group is comprised of the Department of Information Technology as the chair, the Department of Civil Affairs, the Department of Land, the Research, Development, and Evaluation Commission, and outside experts. The group is aimed to provide a more efficient business environment and citizen services by using smart technologies to intellectualize and digitalize the city government in Taipei.
TAIPEI PASS
Solution Description
[TaipeiPASS] A pioneer in the development of innovative IT service provided by the city government which highlights the concept of Government Digital Service (GDS). The humanistic and user-friendly interface emphasizes user needs, adopting an agile and flexible development method to replace the past waterfall development approach. It subdivides development into 4 phases: discovery, alpha, beta, and live. By incorporating user suggestions and rolling corrections, the agile work method allows the design team and development team to work even more closely together.
By bringing in the concept of GDS, we worked on optimization and corrections continuously throughout the trial operation. Thanks to these efforts, TaipeiPASS exceeded 82 points (Excellent level) in terms of user experience and the ease of use. At the same time, we accumulate feedbacks from users to be used as reference and foundation of future upgrades. At the same time, we keep strengthening the 4 core functions of TaipeiPASS, including identity verification, city services, venue rental discounts, and bill payments. Since operations began on September 14, 2020, the TaipeiPASS app has been downloaded by over 300,000 users, helping Taipei City to establish a solid foundation for digital transition.
