Dr. Ming-Nan Lin is currently the Deputy Executive Director of the Health and Social Welfare Organization Administration Commission under the Ministry of Health and Welfare in Taiwan. He previously served as the Vice Superintendent of Dalin Tzu Chi Hospital. Dr. Lin is a board-certified family medicine physician and also holds a Master of Public Health (MPH) degree. He has been dedicated to integrating clinical medicine with sustainable development policies and has cultivated the field of health-promoting hospitals and environmental sustainability for over 15 years. He is one of the pioneers in promoting green healthcare and climate action in Taiwan.
In addition to providing holistic care to patients—addressing physical, mental, social, and spiritual aspects—Dr. Lin is actively engaged in policy advocacy and participates in both national and international projects and conferences related to health and sustainability. He currently serves as the President of the Taiwan Society of Health-Promoting Hospitals and is also the Chair of the Taskforce on Environment and Health of the International Network of Health Promoting Hospitals and Health Services (HPH). In these roles, he facilitates international collaboration and promotes initiatives in energy conservation, carbon reduction, sustainable procurement, and plastic and waste reduction within healthcare institutions.
In 2025, Dr. Lin was honored with the WONCA Asia Pacific Region Five-Star Family Doctor Award, recognizing his outstanding contributions across five domains: clinical care, community health, education and research, policy advocacy, and healthcare sustainability. He also serves as the convener of the WONCA Asia Pacific Region Working Party on Planetary Health and contributed to drafting the "Declaration on Planetary Health," striving to integrate environmental protection into family medicine education and practice.

With professionalism and passion, he continues to bridge primary care, policy advancement, and international cooperation, aiming to build a more future-friendly and sustainable healthcare system for the next generation.

Chen-Chiu, Tsai

Dr. Tsai holds a Ph.D. in Environmental Engineering from National Central University and currently serves as Director of Environmental Technology at the Green Energy and Environment Research Laboratories, Industrial Technology Research Institute (ITRI). Also an Adjunct Associate Professor at the Institute of Environmental Engineering, National Yang Ming Chiao Tung University, with active roles in supporting government initiatives on environmental protection.

Serves as a member of the National Standards Committee for Environmental Protection under the Bureau of Standards, Metrology and Inspection, and the Resource Recycling Fee Review Committee of the Environmental Protection Administration.

Professional expertise includes environmental management, circular economy, waste-to-resource conversion, green product development, organizational carbon inventory, and product carbon footprint. Leads technical teams in developing tools for enterprise-level carbon inventory and in building databases of carbon footprint coefficients for key raw materials and components. These efforts enable industries to accurately calculate product carbon footprints and meet global sustainability requirements.

Through leadership in technology development and policy collaboration, drives innovation to support industrial decarbonization and accelerate the transition toward a sustainable, low-carbon economy.

Cologne Chen is the Head of Sales at Enel X Taiwan, a global leader in demand response virtual power plants. He participated in the Taiwan Power Company implementation of introducing aggregators in the energy markets for the first time in Taiwan. Chen was instrumental in promoting the participation of energy users in the day-ahead ancillary service market for non-traditional units while supporting the involvement of commercial and industrial users in the energy trading platform. Additionally, he has been involved in organizing V2G (Vehicle-to-Grid) projects, renewable energy initiatives, and energy storage projects.
With a strong background in energy and electrical engineering, Chen has extensive industrial experience. He is skilled at identifying market trends while understanding the core needs of businesses. As a pioneer in helping domestic medical center-level hospitals participate in virtual power plants, he is committed to promoting their application while accelerating the energy transition in an era of continuous innovation in energy services and power stabilization technologies.
