Dr. Shuo-Yan Chou

Shuo-Yan Chou is a distinguished professor of industrial management, the director of the Center for Internet of Things Innovation (CITI) at National Taiwan University of Science and Technology (Taiwan Tech), and an advisor to Taipei City Government on smart city.

His research interests include Internet of Things innovation, technology-enabled service innovation, smart energy management, big data analytics, AI, blockchain, intelligent system modeling and applications, smart logistics, geometric algorithms, as well as smart city and Industry 4.0 development.

Besides having conducted more than 120 research and industry projects, Dr. Chou also runs an IOT University-Industry Consortium and engages in many international cooperation activities. He has served as the dean of international affairs at Taiwan Tech, the national coordinator of the European Union Framework Programme National Contact Point Taiwan Office, the editor-in-chief of the Journal of Chinese Institute of Industrial Engineers published by Taylor and Francis as well as on the editorial boards of IJFS, ASCE JEE, JIPE, among others. Dr. Chou has been a visiting professor/scholar at MIT Media Lab, Aalto University, ETH, Hanyang University (Korea), Peking University, Nagoya University, Hong Kong University of Science and Technology and University of Washington. He has also served as the general chair for CE2009, 2010 INFORMS Service Science Conference, MCP AP2010, and CE2014 and as the organizer of more than 30 international events locally or internationally.

Dr. Chou received his BBA in industrial management from National Cheng-Kung University, Taiwan in 1983, his MS and PhD in industrial and operations engineering from the University of Michigan in 1987 and 1992, respectively.

Ms. Kay Chen

Kay Chen is Project Manager of Digital Service Innovation Institute (DSI) at Institute for Information Industry (III), Taiwan. Kay Chen received a M.Sc. degree from Shih Hsin University.

Before Joining III in 2006, she worked as a Legislative Assistant in The Legislative Yuan. And she was the Specialist of Marketing Project of LIULIGONGFANG & Co. She was a Section Manager in Digital Content Industry Promotion Office, MOEA.

Kay Chen’s areas of expertise include: 1. Industry promotion with AI/IoT/digital content applications 2. Living Lab methodology and design of service validation protocols 3. Smart living technologies in smart cities/intelligent park planning.

In addition, her major Project Experiences are as follows: 1. AI Industry Enabling Project 2. Smart Living ICT Technology and Application 3. Digital Content Industry Promotion Project.

Dr. Wei-Chao Chen

Wei-Chao Chen is the Chief Digital Officer and Senior Vice President at Inventec Corp., a tie-one electronics manufacturer. He is also a co-founder and the Chairman at Skywatch Innovation, a provider for cloud-based IoT and video products.

His research interests involve graphics hardware, computational photography, augmented reality, and computer vision.

Dr. Chen was an adjunct faculty at the National Taiwan University between 2009-2018, a senior research scientist in Nokia Research Center at Palo Alto between 2007-2009, and a 3D Graphics Architect in NVIDIA between 2002-2006.

Dr. Chen received his MS in Electrical Engineering from National Taiwan University (1996), and MS (2001) and Ph.D. (2002) in Computer Science from the University of North Carolina at Chapel Hill.
