The content of this international academic symposium includes two parts: the first part consists of keynote speeches, and the second part focuses on issue discussions. In light of the national policy towards net-zero carbon emissions and international alignment, this symposium addresses 12 key strategic themes including wind power, forward-looking energy, carbon sequestration, and net-zero transformation. It invites renowned international scholars in the fields of marine energy, blue carbon technology, and smart city development to share their experiences from abroad. Domestic scholars and industry experts are also invited to present their research and development achievements, aiming to enhance Taiwan's energy development through the exchange of domestic and international experiences.

The keynote speeches are organized around three main themes: the Marine Engineering Technology Center sharing experiences and latest developments in wave power generation and floating wind turbines; the Marine Center discussing the latest developments and applications of blue carbon technology in Taiwan and internationally in the form of an academic symposium; and the Smart Shipping Center presenting ""Gdańsk as a European Smart City,"" which covers various physical activities involved in transforming Gdańsk into a smart city, including effective management of Gdańsk's public spaces and continuous improvement of residents' quality of life. This report proposes integrated solutions based on modern technology, including applications based on the Internet and satellite navigation, in line with the European Union's sustainable development policy, designed to achieve cleaner, safer, and more efficient maritime transport in the Baltic Sea region.

The event is expected to yield positive outcomes in knowledge exchange, international cooperation, cross-cultural understanding, technological advancement, and related project proposals, contributing to the development of clean energy and smart city sectors and promoting global sustainable development goals. The expected outcomes are described as follows:

(1) Knowledge exchange and academic advancement:
Facilitate knowledge exchange in the fields of marine energy, blue carbon technology, and smart navigation, and promote academic progress.
Through in-depth exchanges with domestic and international scholars, enhance attendees' knowledge and experience in marine energy and offshore wind technology, deepen understanding of net-zero transition and sustainable development, and expand related knowledge domains.

(2) Establishment of international cooperation networks and publication of papers:
Promote international cooperation, with the Marine Engineering Center currently planning to apply for the UTFORSK-2024 grant with the University of Stavanger in Norway and collaborate with the Federal University of Rio de Janeiro (UFRJ) and the Norwegian Geotechnical Institute (NGI) on offshore wind power for educational and research exchanges, expanding the scope of international exchanges and cooperation.
Establish a closer network of international cooperation, promote cross-cultural understanding through exchanges with foreign scholars, and expand the possibilities for international collaboration in smart cities.
Through the international academic symposium, facilitate the writing and publication of international cooperative papers, enhancing international influence and academic status.

(3) Enhancement of technical knowledge and experience:
Improve attendees' knowledge level in the fields of marine energy and offshore wind technology, and share the latest research findings and technological advancements.
Promote exchanges between scholars from our institution and other internationally renowned universities, opening up more opportunities for cooperation.
