Cities accommodate more than half of the world's population, consume two-thirds of global energy, and generate over 70% of carbon emissions. At the same time, they serve as key hubs of economic productivity and technological innovation.
As the governance units most closely connected to climate action and local communities, cities play a crucial role in achieving global carbon neutrality and net-zero goals. However, transitioning toward net-zero emissions is a complex challenge that demands extensive policy planning, technological advancements, and transformative innovation. Strengthening partnerships and collaboration is essential to accelerating and scaling up global climate action.
Kaohsiung City is transitioning from a high-carbon-emitting heavy industrial city to a high-tech and net-zero city. In recent years, it has promoted the "Kaohsiung City Net Zero City Development Autonomy Ordinance," established the "Industrial Net Zero Alliance" and the "Net-Zero Institute," becoming the first city in Taiwan to promote net-zero reforms in legal governance, industry, and talent cultivation.

In 2024, Kaohsiung initiated the CityCOP high-level forum and, together with ICLEI, launched East Asia's first "Climate Neutral and Smart Cities Community of Practice" program centered on innovative practices and partnerships. Through international co-learning, exchange, and capacity building, this program contributes to global climate policy and action, demonstrating leadership.
To align with the global significance of COP30 in Belém, Brazil, on climate change and ecological conservation, and to coincide with the launch of the "Climate Neutral and Smart Cities Community of Practice" program, this year's CityCOP forum will focus on "Promoting Climate-Neutral Innovation and Community Power." It will further explore the implementation of "Resource Circulation," "Nature Integration and Biodiversity," and "Green Transportation" at the city level. The forum will invite high-level representatives from international cities and organizations, experts from industry, government, and academia to exchange experiences, brainstorm solutions, and drive future innovation and regional cooperation in climate neutrality on the CityCOP platform.
