Dr. Kuo-Hsiang Lai received his Ph.D. degree in electro-optical engineering from the National Chiao Tung University, Taiwan. He joined Chunghwa Telecommunication Co., Ltd. (CHT) in Taiwan 1991. Since then, Dr. Lai has served in various key positions, such as Principal Researcher of the Broadband Network Technology Lab of CHT Telecommunication Laboratories (CHT-TL), Principal Engineer of network department of CHT Headquarters, Project Manager of the Broadband Network Technology Lab of CHT-TL. He is currently the Managing Director of Broadband Network Laboratory of CHT-TL. His professional fields include fixed broadband networks, fixed-mobile convergence, cloud-network synergy, converged transport networks, open networking, network resilience, sustainability, etc.

Dr. Lai has extensive experiences leading key R&D projects and coordinating the commercial implementation of R&D results. He has received the 2013 Outstanding Electrical Engineer Award of the Chinese Institute of Electrical Engineering for his excellent contributions to practice of Taiwan's broadband networks and electrical engineering. He actively participates in industrial forums, such as Broadband Forum and IOWN Global Forum. He is often invited to share his insights, and enthusiastic to promote cross-industry collaboration.

Dr. Yosuke Aragane

Dr. Yosuke ARAGANE, CISSP is Vice President, Head of IOWN development office, NTT. His responsibilities are managing IOWN Research and Development and leading IOWN Global Forum operations with diverse IOWN Global Forum members.
Since his joining NTT Labs in 1997, his major research area has been in Cyber Security including CSIRT operations and Security Service Development. He has also been responsible for managing corporate technology strategies and managing global wide service offerings. He is an Alternate Director, Leader of Recruitment Taskforce, and Co-Leader of Officer team in the IOWN Global Forum since its establishment in January 2020. He is a member of IEEE, IEICE, and IPSJ.

Mr. Cédric GONIN

Mr. Cédric Gonin is VP Global Business Support at Orange Wholesale International since July 2022.

He was previously Senior Marketing Director for Mobile Services at Orange International Carriers covering wholesale activities for International Mobiles services for roaming and interconnect during 5 years.

Since 1997, Mr. Cédric Gonin has been in charge of several responsibilities in Orange Business Services activities leading pre-sales support for VPN, security and mobility products for international large accounts and Orange Wi-Fi Director from 2008 to 2012.

Mr Tomasz Dylik

Tomasz is currently Director of Investment and Maintenance Department in EXATEL, Polish state-owned company created 30 years ago and specializing in telecommunication services for public and private sectors. Tomasz is responsible for strategic investment projects such as building submarine cables or deploying software-defined networking (SDN).

After obtaining the title of engineer at the Warsaw University of Technology, he has been associated with the telecommunications sector throughout his professional life.

Mr. Trung Do

VNPT Ho Chi Minh City

Mr. Do heads the B2G/E sector in Ho Chi Minh City for Vietnam Posts and Telecom (VNPT) Group, specializing in the development and implementation of ICT solutions for government and large organizations. From 2016 to 2017, he worked extensively on the drafting of Ho Chi Minh City’s Smart City Initiative (Vision to 2025). His most recent involvement was in two of Ho Chi Minh City’s core digital platforms: The Administrative Procedure Processing Information System, and the 1022 Citizen Inquiry Management System, both of which helped to elevate citizen engagement and operational efficiencies for public agencies. Prior to his senior management role, he oversaw cross-functional B2B activities for VNPT Ho Chi Minh City’s Business Center in a highly competitive market.

His primary areas of interest going into the future are digital transformation leadership, partnership, and new product development. He is excited for the opportunity to exchange ideas with other digital speakers and learn from industry leaders. Mr. Do holds a Master of Telecommunications from the University of Texas at Dallas.
