As global temperatures continue to rise and the remaining 1.5°C carbon budget rapidly diminishes, climate action has become an immediate governance challenge. Current global trends show that mitigation efforts are not keeping pace with growing climate risks, prompting a shift in focus—from setting targets to delivering effective and equitable action that supports resilience, economic opportunity, and well-being.
Cities play a central role in this transition. While responsible for a significant share of global energy use and emissions, cities also concentrate governance capacity, infrastructure, innovation, and social systems. This places them in a unique position to translate scientific evidence and global climate goals into practical, scalable, and locally grounded solutions. With the forthcoming IPCC Special Report on Cities and Climate Change (SR-Cities) in early 2027, the importance of cities as drivers of climate transformation is increasingly recognised.
Against this backdrop, Kaohsiung CITYCOP 2026 is convened under the theme “Flourishing Cities for All: Science-based and People-centred Climate Transitions.” The forum brings together two complementary strands.
“Cities for Flourishing Lives” explores how cities are advancing a post-SDG urban agenda by moving beyond emission reduction alone towards integrated urban transformation that improves quality of life, social inclusion, and urban well-being. The session highlights how science-based approaches, policy design, and cross-sector collaboration can support cities in enabling people and communities to thrive within planetary boundaries.
“From Commitments to Actions” focuses on how cities can translate climate targets into practical, deployable, and scalable action. Drawing on real-world city experiences, the session highlights approaches to energy transition, climate resilience, circular systems, community empowerment and urban governance that support effective implementation.
CITYCOP convenes city leaders, international organisations, and experts from government, academia, industry, and civil society to exchange practical experience and implementation-oriented solutions. Through CITYCOP and the Climate Neutral and Smart Cities Community of Practice (ComP), participants engage in peer learning focused on accelerating urban climate action.
As the host city, Kaohsiung offers a strong transition example. Once characterised by carbon-intensive heavy industry, the city is advancing towards a high-tech, net-zero future through policy innovation, industrial transition, and capacity building. Kaohsiung’s experience provides relevant and replicable insights for cities across the Asia-Pacific region seeking to advance climate action while strengthening resilience and shared well-being.
