Gino Van Begin

Gino Van Begin has worked for ICLEI for 20 years. In his former positions as Regional Director for Europe and Deputy Secretary General, and now as Secretary General since 2013, he has worked towards ensuring ICLEI performs as a responsible, forward-looking, not-for-profit organization serving its Members worldwide.
Throughout these years, Gino worked with local and regional governments as they respond to increasing challenges. He ensures that ICLEI decisively influences global negotiation processes and increases the presence of governments to promote sustainability at all levels.

Yasuo Takahashi

IGES
Executive Director

Mr. Yasuo Takahashi completed the Graduate School of Engineering,the University of Tokyo and joined the Environment Agency of Japan(present Ministry of the Environment) in 1983. He served key positions in the Ministry including Director of Climate Policy Division, Director General of Headquarters for Environmental Restoration of Fukushima, Director General of Environmental Management Bureau, and Vice-Minister for Global Environmental Affairs.

After retired from the Ministry in 2019, he served as Senior Advisor for the Ministry, and joined IGES in January 2020 as Special Policy Advisor. He has served as Executive Director of IGES since November 2020.

Jung Sook Park

Jung Sook Park has dedicated her career in the field of international cooperation. She served as the Korean Representative of the Global Alliance for Vaccines and Immunizations (GAVI) for ten years from 2009 to 2018. She has focused her career on education and research as a professor at Kyung Hee University.

She served as the honorary ambassador for Korea International Cooperation Agency (KOICA), and the City of Seoul with a mission of increasing public awareness on Korea’s leading and responsible role in the international community.

Wen-tsan Cheng

Mr. Cheng Wen-tsan has served as Taoyuan Mayor since 2014. He was the chairman of the Taoyuan Branch of
the Democratic Progressive Party(DPP) and the director of the Press Department of the DPP. He also served as
Director-General of the Government Information Office at Executive Yuan, R.O.C. (Taiwan), Spokesman of the
Executive Yuan, R.O.C. (Taiwan) and Councilor of Taoyuan County Council.

Vijay Jagannathan

Dr. Vijay Jagannathan is Secretary General of CityNet since 2013. He is also a Senior Fellow at the World Resources Institute, Washington DC. He provides strategic and technical advice to CityNet members and the WRI Ross Center for Sustainable Cities. He is also an Adjunct Professor at the Elliot School of International Affairs at George Washington University, Washington DC.

Vijay leads the WRI team providing technical assistance to cities in the Central Asia Regional Cooperation (CAREC) countries to promote low-carbon development in selected cities of China, Kazakhstan and Mongolia under an ADB finance technical assistance. He is a member of an advisory committee established by Chengdu Municipal Government and also participated as an international expert advising the China Academy of Urban Planning and Design in developing the city models for ecological civilization under the CCICED program in China.

Lin O’Grady

Lin O’Grady has more than 30 years of experience, working internationally in the infrastructure sector, both on public and private sector transactions. She is presently Deputy Director in the recently established Sustainable Infrastructure Group (SIG), with specific responsibility for the European Bank for Reconstruction and Development (EBRD) Green Cities programme.

Latterly, at EBRD, she has been involved increasingly in climate finance and, as such, is one of the architects of European Bank for Reconstruction and Development’s Green Cities, where the Bank has committed funds in the amount of EUR 1 billion to tackle environmental challenges, through investments and policy reforms, in Cities across the Bank’s countries of operation.

Jiunn-Ming Chiou

Work Experience:
Chiou is a senior civil servant with decades of experience in public sector, including Director-General of tourism department (Taoyuan County Government) and Chief Commissioner of Research & Evaluation Commission. Chiou is an incumbent deputy secretary general of Taoyuan City Government as well as CEO of several important municipal level projects.

Chiou is the chief director of promoting flagship projects under Taoyuan Smart City Program which has earned the recognition of Top7 awards by Intelligent Community Forum (ICF) for several consecutive years, and also the ICF Top 1 of the Year of 2019. The staff team Chiou leads has signed a contract with International Council for Local Environmental Initiatives (ICLEI) on the annual conference of resilient city in 2019, which made Taoyuan as a leading city in Global EcoLogistics Community. Chiou is also the CEO incumbent of Taoyuan EcoLogistics Community Chair Office as well as the chief director of Sustainable Development Goals (SDGs), who plays an important role of assisting the Taoyuan Mayor to develop the local sustainability policies.

Kung-Yueh Camyale Chao

Kung-Yueh Camyale Chao has been working in the public affairs fields more than 20 years, and he is currently the Executive Director of International Climate Development Institute (ICDI). In addition, Camyale also served as the General Secretary of the International Forum of Meteorological Societies (IFMS) from January 2016 to September 2018, and has been elected as the Treasurer of IFMS since Sep 2018. Prior to current position, he was Deputy Director for Administration of APEC Research Center for Typhoon and Society for 4 years.

Mr. Chao has been served as co-chair of Organizing Committee of Smart City Summit and Expo since 2016, and mainly focus on Sustainable City Forum. He has also participated EBRD Annual Meeting as CSO Representative since 2017. He is teaching “Smart City Governance” course at Soochow University. He is also a certified trainer of UNDRR.

Kevin Liu is the senior trade representative for Scottish Development International (SDI), the Scottish Government's international economic agency, in Asia Pacific, based at the British Office in Taipei.

In addition, Kevin heads up SDI’s Asia Pacific regional energy team, consisting of sector specialists in Beijing, Mumbai, Kuala Lumpur, Tokyo and Melbourne. This team is responsible for promoting Scotland’s world-class project development and management, engineering and construction services, advanced manufacturing and technology, expert consultancy and training services to the Asian energy industry.

Martin Tzou

Currently Energy Transition & Hydrogen Energy Market Director APAC at Air Liquide and based in Taiwan, Martin has a rich experience in the field of energy transition. For the past ten years, the advocacy and marketing of innovative low carbon solutions driving the energy transition has led him to develop projects notably for the French Electricity Group EDF in Mainland China, Taiwan, and South East Asia. Fluently trilingual in French, English and Mandarin, Martin holds a Master of Engineering in Architecture from the University of Louvain in Belgium.

Christophe FERRARI

Born in 1969 in La Mure, Christophe FERRARI was raised in the Grenoble metropolitan area. After studying environmental chemistry, he finished his PhD in 1995. He has been working as a scientist at the Grenoble glaciology laboratory since 1996 and in 2004, he also became Professor at the Engineering School of Grenoble University and junior member of the «Institut Universitaire de France».

Christophe Ferrari was elected Mayor of the town of Le-Pont-de-Claix in 2008. Reelected in 2014, in the same year he became President of the Grenoble Metropolitan Area, «Grenoble-Alpes Métropole», which represents among 450,000 inhabitants of 49 different towns.

Christophe Ferrari was reelected Mayor of Le-Pont-de-Claix and President of Grenoble-Alpes Métropole in 2020.

Pascal Viaud

Mr. Pascal Viaud is currently Ambassador of Grenoble-Alpes Metropole (France), based in Taipei, Taiwan. He has been representing Grenoble-Alpes in Asia for more than 5 years, by fostering cooperation ties with local partners, by facilitating exchanges and dialogue, and by promoting investment in the French Alps. Grenoble-Alpes and Taoyuan City signed a partnership agreement in 2018. The FAISE program was activated in 2019 to facilitate startupers’ soft- and safe-landing between the French Alps and Taiwan (both ways). Mr. Viaud is also entrepreneur in Taiwan and serves as CEO of UBIK ltd, a company established in Taipei in 2009. He is member of the Board of La French Tech Taiwan, independent expert to the European Commission and the Eureka network on Innovation, certified consultant on international technological partnership with Taiwan (appointed by the French public bank for investment: Bpifrance).

Cyryl Jacek Kozaczewski
