Smart Parking Data Analysis and Application
To enhance parking services in Tainan and help drivers find available parking spaces, the Bureau completed the Smart On-Street Parking Billing System (which covers 2000 parking spaces) and set up 6400 parking spaces with ground magnetic sensors in 2020. Smart on-street parking spaces directly feed real-time status information back to Tainan’s Smart Parking Cloud Data Platform which then supplies the dynamic data to the Tainan Parking app. The app displays the latest status of on-street parking spaces on a map which drivers can access via their phones. Furthermore, the Bureau conducts big data analysis on the collected parking data to figure out parking space usage and behavior on different road sections so that they can roll out suitable parking management policies. The public can also consult the available parking space projection map before they arrive at their destination to decide how and where to park.

To effectively implement smart parking management and provide parking information to the public, the Bureau launched the Smart On-Street Parking Space Detection, Billing, and Management Systems Integration Project. The project leverages LPWAN communication transmission technology and IoT related equipment and technologies (ground magnetic sensors at 6400 parking spaces and smart parking meters at 2000 parking spaces) to build a cloud data platform which can integrate and analyze on-street parking data. Drivers can then access the latest on-street parking status information via the Tainan parking app. In addition, digital on-street parking space displays are set up at major intersections to show real-time parking information. This saves the driver’s time and also reduces traffic congestion issues caused by vehicles circling around looking for parking spaces. In the future, the system can project applications which can be used in urban transportation governance, and offer more parking information services to the public to cut down time spent on looking and waiting for parking spaces.

Tainan City Autonomous Bus Experimentation Project
Shortage of bus drivers and frequent overtime shifts have long been issues among bus service operators. This is where self-driving technology can bring in revolutionary change to city transportation. The technology can address existing problems and challenges in a number of areas, including driver shortage, shift length, road safety, vehicle dispatch, and rural area transportation. Two demo routes are planned in this project: the Southern Taiwan Science Park Train Station - Museum of Archeology, Tainan Branch of National Museum of Prehistory Circle and Shalun Green Energy Science City Circle. The self-driving buses utilize vehicle sensors, smart roadside equipment, and high-definition maps to drive on open roads, and the public is invited to test-ride the buses in February and March this year (2021). For the next phase, bus service operators will take over and officially operate the commercial bus routes. Service routes may be expanded according to execution results.

Of all the areas that are prone to flooding in Taiwan, 1/3 of them are in Tainan City. In recent years, rainfall intensity and frequency have significantly increased due to global climate change. To optimize short time delay heavy rainfall alerts and emergency relief performance, Tainan City Government’s Water Resources Bureau set up the smart flood control platform which combines water regime monitoring data, disaster status, and computer simulations for further analysis and applications. With the platform’s assistance, related authorities can make better disaster prevention strategy decisions and conduct adequate distribution of disaster prevention and relief resources.

Intersection Traffic Flow Statistics Analysis
Using Dongmen Rd.-Ziyou Rd. intersection in the East District and Fuchiang Rd.-Nanmen Rd. intersection in the West Central District as verification fields, the project incorporated AI image recognition and analysis technology into existing intersection CCTVs. This is a relatively low-cost method for adding recognition functions to old equipment. Verification results show the recognition accuracy rate exceeds 90%, proving that this solution can be considered as an option for smart transportation infrastructure as it can feed back the latest intersection traffic flow, vehicle type flow, and steering ratio data. Through image streaming and capturing, this solution can be quickly replicated to other intersections or road sections to provide accurate and real-time traffic flow information.

For the demonstration stage, we created virtual tourism experiences from a bird's eye view for Baihe Guanziling scenic area, Longci Niupu Pond area, and Beimen Jiangjun coastline. This system provides better information integration of emergency response equipment during emergency response calls and preserves the patient’s initial status data for later diagnosis. For patients of four major emergency and critical situations (OHCA, CVA, STEMI, major trauma), certifiable diseases, and precipitate labor, the system alerts the emergency responsibility hospital in advance. This gives the hospital more time to prepare required equipment and hospital beds, and provide better medical care to the patient upon arrival. In addition, the emergency response and first aid capabilities of every EMT are all entered into the system, allowing Fire Bureau personnel to understand each EMT's performance quality more efficiently and suggest additional training instructions accordingly. Incidents with significant numbers of victims, such as the Color Play Asia 2015 Incident and Collapse of Weiguan-Jinlong Building, highlighted the importance of tracking patient status and what type of medical treatment they have received. This system can integrate and manage large numbers of patient data entries to help hospitals and the Fire Bureau follow up on patient status.

2019 Tainan City Transportation Corridor Congestion Improvement Project - Smart Dynamic Traffic Signal System in a Regional Street Network
Since Tainan’s old town area was developed earlier, its narrow streets constantly turn this zone into a traffic congestion hotspot. This project aims to deploy a regional smart dynamic traffic signal system within the old town area. Travel time data from Google and image data from CCTVs with AI image recognition functions allow the system to immediately determine the current level of traffic congestion on the roads. Dynamic traffic signal schemes are then deployed accordingly. This significantly reduces travel time in different road sections and improves road operation efficiency.
