To resolve problems (1.management inefficiency; 2.integration difficulty 3.cyber security concerns, and 4.low participative rate),New Taipei City Government rolled out a three-year project called “Smart Community App 2.0 Platform for Municipal Services Expansion and Public Participation in New Taipei City” to provide diverse community services and bring together citizens for making decisions as feedback for municipal affairs.The project involves 29 districts of New Taipei City and is planned by Information Management Center officials. Practitioners include local and central government, private sectors, and citizens. We focus on enhancing the users’ experience quality and fortifying the connection between citizens and the government. The Smart Community System also develops the useful functionalities such as mail and package management, public facility reservation, group buying, community announcement,gas degree filling etc. Achieved Outcomes: 1.Data integration & efficacy: integrates over 10 individual community-related operation systems into one interface. 2.Upgrade the mobile smart life:citizens can receive over 25 customized functionalities of daily community services,including food,clothing,housing,transportation,education,and entertainment. 3. Public transparency:The initiative encourages citizens to take part in community affairs and to express opinions and feedback to the government. Citizens can decide what they want and how civic things go as transparency displays.

This project aims to establish the first "1 Stop Solution Center for 5G XR Education Content Production" in Taiwan. It involves setting up a pioneering 5G O-Ran XR studio to produce instructional videos using XR stereoscopic technology and post-production effects. The content will be streamed in real-time to VIVERSE, allowing schools to receive it through 5G Private Mobile Network for immersive VR teaching across various devices. This innovative solution not only streamlines content creation but also addresses the urban-rural education resource gap and alleviates the common issue of insufficient teaching staff in remote areas.

There're 2 applications in Smart Governance area： 1. “Integrated Watershed Management System” Due to global climate change and extreme rainfall, the government actively develops a smart integrated decision-making system for watershed management. So, the first facility is this one, “Integrated Watershed Management System.” It not only strengthens the early warning capability of the whole watershed, but also establishes a smart decision-making system for multi-dimensional water situation management which could improve disaster prevention and response capabilities. 2. “Asia Silicon Valley Intelligent Operation Center” It demonstrates the GIS map around Taoyuan High Speed Rail (Qingpu area). The 3D map modeling could also present the traffic flow and crowd information in the area. By using visual dashboards of an 3D modeling GIS map, cellular-based vehicle probe (CVP) data, parking lot data, CCTV data and traffic incident could be easily read by users. Through this center, the manager could easily make the right decision. The moisture content of rice (GMC) is a crucial factor influencing selling prices. However, due to the difficulty in predicting GMC using traditional methods, farmers often resort to early harvesting to mitigate risks. When the GMC deviates from the ideal value by 5% due to premature harvesting, the price difference can reach as high as 160 yuan per hundred Taiwan catty. Early harvesting not only impacts farm profitability but also leads to significant carbon emissions downstream in the industry chain, hindering exports. To ensure rice is harvested at the optimal price point, EMCT has developed the Rice moisture AI meter — a rice moisture content prediction online service that rivals the precision of laboratory instruments while being user-friendly for farmers. By simply capturing images of rice ears in the field with a smartphone, farmers can obtain GMC information within 1 minute and receive optimal harvesting schedule recommendations!

NCREE has developed a Hybrid earthquake early warning system (EEWS) by integrating on-site EEWS from NCREE and regional EEWS from Central Weather Administration (CWA). Within a 10 to 100-kilometer radius from the earthquake epicenter in the local region, this system can provide 3 to 15 seconds of warning time. To achieve effective alerts with the available warning time, the utilization of a Hybrid EEWS cloud platform is crucial. This platform facilitates the transmission of alerts and the affected administrative regions to various industries. Industries, in turn, leverage these alerts to develop warning systems and automated control devices tailored to meet the specific requirements of different environments. This approach aims to minimize secondary damages resulting from earthquakes, transforming EEWS beyond being notifications received Presidential Alert on mobile phones. Instead, it offers a multi-faceted alerting and disaster reduction application system tailored to different environmental settings.

There are 2 applications in Smart Health area： 1. “Long-distance specialist consultation” “Chang Gung Memorial Hospital, Linkou” provides 24-hour emergency room and mobile medical team at remote areas. Through handheld diagnostic set and the cloud video, doctors could provide medical help online by using telemedicine to connect specialists to protect the health of rural residents. 2. ”Hungchi Women and Children’s Hospital Smart birth Center System” In order to build a more hospitable and safer environment for pregnant women, we have to construct a Smart Birth Center System to provide pregnant women a well-rounded childbirth care through the advanced digitalized service. Through the nursing dashboard, real-time health data of maternal and fetus can also be automatically analyzed. When something happens, the system will send out a warning message to notify the medical staff, so that the mother and fetus can receive the immediately treatment!
