2019 Tainan City Transportation Corridor Congestion Improvement Project - Smart Dynamic Traffic Signal System in a Regional Street Network

Smart Transportation

Since Tainan’s old town area was developed earlier, its narrow streets constantly turn this zone into a traffic congestion hotspot. This project aims to deploy a regional smart dynamic traffic signal system within the old town area. Travel time data from Google and image data from CCTVs with AI image recognition functions allow the system to immediately determine the current level of traffic congestion on the roads. Dynamic traffic signal schemes are then deployed accordingly. This significantly reduces travel time in different road sections and improves road operation efficiency.

Dynamic City Image AI Platform
Tainan City Government has built an AI platform for Dynamic City Image, which expands the recognition model for analyzing the image through machine learning technology is an important step for general-purpose AI development. Meanwhile, this platform can help business units to verify the feasibility of AI applications and services via combining the real-time image from 5G drone. There are three AI models under this project, including traffic flow identification and analysis at various intersections, people flow identification and analysis at attractions and COVID-related applications. Those three demonstrations present the flexibility toward the AI platform, which can help business units to handle the increasingly complex city governance through the integrated high-speed computing resource, the scalable and optimized models, and the various image resource.

City Smart Inspection
Tainan City Government Smart Development Center is the first organization in Taiwan to integrate CCTV, drones, and geographic map platforms to realize “Smart Traffic Navigation” and “Smart Inspection for Bridges and Buildings”. The goal for this project is to make Tainan City Government the worldwide first smart city to use drone aerial photography and artificial intelligence technologies. Regarding smart traffic navigation, this system analyzes the images from the existing intersection cameras, which is used for building the real-time road traffic model to be the basis of decision making. In terms of smart inspection for bridges and buildings, the system leverages the centimeter-level positioning technology of drones to shoot the image based on the planned path with high-resolution cameras and then uses the AI model to identify those images to inspect bridges and buildings more efficient and safer, which will improve the city governance efficiency.

Tainan City Government uses smart technologies to launch the nation’s first "AI Dengue Fever Epidemic Prevention Platform", LINE@"Tainan Vaccination" and "Smart Quick Screening" services and so on to improve the efficiency of epidemic prevention via the assistance of technologies. Through the AI image identification model, the accuracy of identifying Aedes and mosquitoes is 95%, which is helpful for the early deployment of dengue fever prevention. Regarding Tainan's limited version of the vaccine reservation system LINE@" Tainan Vaccination", the citizens don’t need to download a new mobile application, who can do the registration via LINE official account in one minute. All of the above applications and services are helping to achieve the goal of AI technology for epidemic prevention and building a healthy smart city.
