Acer ITS self-develop smart parking meter system provides vehicle detection, license plate recognition, auto-ticketing, multi-payment functions to achieve the goal of payment automation for roadside parking. It also provides instant parking space information so that drivers can see the parking availability through mobile APPs to avoid circling in the city that causing traffic jam and higher carbon emissions. It collects parking information through auto-ticketing system, and feeds in big data platform to produce accurate turnover rate and usage rate. These data are the base of policy making for parking authorities. Applications with automation, intellectualization and mobilization provide drivers with nice parking experiences, and enhance parking management performance for parking authorities. However, due to the outflow of young people from rural areas, an aging society, and global climate anomalies have made it difficult for agriculture to maintain stable yield and quality, and the international community has responded to the issue of carbon reduction. How to balance food security and environmental sustainability has become a major issue in the current agricultural transformation. Therefore, the Yunlin County Government promotes the agricultural creation service guidance team, discovers local DNA, combines traditional agriculture to carry out digital transformation of farms, effectively improves agricultural productivity, bridges the gap between labor shortage and unstable production, assists the agricultural industry in line with international carbon reduction trends and create low-carbon sustainable urban and rural happiness.The project won the 2023 Smart City Innovation Application Awards.

Dr. Hung-Lung Lin’s Team – An Auxiliary Assessment System for Coronary Heart Disease Identification In response to population aging and the younger onset of coronary heart disease (CHD), this study develops an AI-based auxiliary CHD screening system integrated into a mobile app. Grounded in traditional Chinese medicine tongue–heart theory, the system analyzes sublingual vascular images using reflection removal, image segmentation, and a multi-head attention deep learning model. Users can obtain accurate, reproducible screening results and health recommendations within 7–20 seconds using only a smartphone, enabling convenient and cost-effective preliminary CHD assessment.
