New Solution to Net Zero Carbon Reduction - NewTaiPAY (New Taipei Mobile Payment App)

To resolve problems (1.management inefficiency; 2.integration difficulty 3.cyber security concerns, and 4.low participative rate),New Taipei City Government rolled out a three-year project called “Smart Community App 2.0 Platform for Municipal Services Expansion and Public Participation in New Taipei City” to provide diverse community services and bring together citizens for making decisions as feedback for municipal affairs.The project involves 29 districts of New Taipei City and is planned by Information Management Center officials. Practitioners include local and central government, private sectors, and citizens. We focus on enhancing the users’ experience quality and fortifying the connection between citizens and the government. The Smart Community System also develops the useful functionalities such as mail and package management, public facility reservation, group buying, community announcement,gas degree filling etc. Achieved Outcomes: 1.Data integration & efficacy: integrates over 10 individual community-related operation systems into one interface. 2.Upgrade the mobile smart life:citizens can receive over 25 customized functionalities of daily community services,including food,clothing,housing,transportation,education,and entertainment. 3. Public transparency:The initiative encourages citizens to take part in community affairs and to express opinions and feedback to the government. Citizens can decide what they want and how civic things go as transparency displays.

In 2011,New Taipei City introduced the Integrated Safety Network Service Plan for High-Risk Family project,Taiwan’s first-ever project gathering resources across departments and adopting various intervention measures to help children from high-risk families.Previously,social affair departments worked alone to solve such problems. This change facilitated the early detection of high-risk families facing difficulty or who needed help to prevent and reduce the harm caused by risk factors on children. Innovation Index： 1. This is Taiwan’s only interdepartmental case assigning procedure,which evolved from the service model of social affair departments working alone to handle high-risk and vulnerable family matters. 2. AI is incorporated into traditional social work case management. 3. An early warning system was built using big data to help social workers handle related matters promptly and plan policies accordingly. Future Plan： The information management system is constantly optimized and indirectly integrated into central vulnerable family systems.

To reduce conflict traffic flow and improve road safety, intelligence technology equipments (e.g., vehicle detectors, Changeable Message Sign (CMS), Closed-Circuit Television (CCTV), actuated signal control) were installed in 180-degree turning road on the District Road No. 107-1 in Wulai District, New Taipei City. If vehicle detectors are activated by a large vehicle, signal control system will have following processes: (1) activate signalized control to this road section; (2) give priority to this large vehicle by designating green light to its direction; and (3) assign red phase to another direction. This process can make sure large vehicle can go through the curvy road section smoothly, safely and efficiently.

New Taipei City has been dedicated on making break through and changes from conventional procedures.(For example: documentation of patient care report, emergency calls in the dispatch center and quality control of reported data.) To catch up with the growing need of emergency services and improve both the quality and efficiency, we have established an EMS cloud system to incorperate information from different tiers, and apply it to practical use. Starting building the cloud system from 2014, we established the electrical patient care report system in 2019, with advanced communication and information technology, we can transmit efficiently on-site patient information to the cloud, so that all the tiers related to the emergency medical service can share the real-time information of patients, which greatly narrows the information gap between prehospital units and the emergency room, buying us precious time of improving survival rate.

In order to avoid video loss on security cameras due to surveillance system malfunctioning or data storage problem. The solution is The Public Pre-School Surveillance Cloud System. And we hope to protect the safety of children by using innovated ICTs and IoT technologies. There are three advantages in our system. First, this is the first application in Taiwan, to use cloud storage technology and distributed storage architecture of IPFS to improve the security of backup data. Second, It complies with the "Regulations Governing the Installation and Use of CCTV Surveillance Equipment at Baby Care Centers " formulated by the Ministry of Health and Welfare. It can effectively save image data for at least 30 days in accordance with laws and regulations, and provide real-time alarm function. Last, there will be no need for regular examinations of video equipment therefore a lot of manpower is saved. When the incident occurs, we can retrieve video files for analysis use and protect the safety of children.

NTPD established the first drone team for police on September 26, 2020. It has broadened our all-round 3D technology security circle coverage through its air superiority, enables chain of command fully aware of on-site situation. So far there are 18 members acquired professional operation license of group 1 or 3 issued by Civil Aeronautics Administration, MOTC R.O.C. It allows us to perform different tasks under diverse situations like public security, traffic report, administrative inspection, etc.

New Taipei City is the country’s largest first-level administrative district and holds around 100 roads and pipelines to effectively maintain various daily needs. With this comes an average of 10,000 construction cases per year that are audited to maintain the normal supply of various underground pipeline resources. This eventually led to negative impact such as traffic, decreased road quality and the waste of resources. To provide citizens with a higher quality road that can simultaneously co-exist with the construction process within limited human resources and budget, the “Smart Road Management Center” was created. The project focused on 5 goals: streamline administration process, mobile governance, smart management, develop value-added applications, and transparent governance. Through virtualization, cloudification, and intelligence, it can grasp road construction in real time, observe maintenance status, and support road rescue decision-making, all which can improve the overall road maintenance effectiveness.

The personalized property rights inquiry service of "My New Taipei Real Estate", in conjunction with the New Taipei Card identity verification mechanism, has allowed citizens to use their smart mobile devices or computers to inquire about real estate information under one’s own name anytime, anywhere. This service saves citizens travel time and money consumed in the old ways of settling real estate disputes, which required personal appearances at the land office and expenses for the application of cadastral data or transcripts, or the production of a natural person certificate, which is often required to verify the identity of a person. The specific technology used is the first to combine the New Taipei Card's virtual function, to confirm ones identity on a mobile device, avoiding the restriction of using physical cards for verification and effectively overcoming the security problems of identity verification.

This is a site adopting Cadastral map , real estate transaction price data to demonstrate the info on a map via GIS technology, which providing locating address, real estate market looking up, transaction security and many more functions to our citizens. This service also integrates government zoning data, building permit, and usage license. In the past, it took forever and all the energy for different office to look up for necessary information at different office websites. To elevate efficiency and to offer information transparency, this inter-organizational intra-platform is built. By way of single entrance structure, different government offices can conduct real estate information look up easily.

To embrace the technology era, the New Taipei City Government Information Center has launched various projects, comprehensively leveraging smart technologies to transform New Taipei into an energetic, vibrant city: 1. Smart Poles: Integrate AI analytics, environmental sensors, and AR applications on pole structures to enhance smart city infrastructure. 2. Cybersecurity Alliance: Pioneered cybersecurity alliance system and lab to strengthen cybersecurity defenses and establish unified management platform for cybersecurity capabilities. 3. NewTaiPAY: Promote digital economy and net-zero carbon through mobile payment platform that rewards citizens with NewTaiPAY for engaging in municipal interactivity. 4. Smart Community and Smart Neighborhood Representatives: Improve community management through technology tools in smart communities; provide real-time services to villagers via IM, such as LINE, official accounts for the Representatives. 5. Free Computer Courses: Offer information technology courses to shorten digital divide and achieve digital equality among citizens.

As Taiwan's most populous city, New Taipei City is actively building a smart city to provide more convenience and services to citizens. It is upgrading traditional streetlamps into multifunctional "Smart Poles" with intelligent lighting as key infrastructure. The Smart Poles integrate 5G, IoT, communications and special needs modules to execute various tasks and incorporate AI applications, improving city security, transportation, environment and economy. By converging the light of the future smart city on lamp poles, they become the cornerstone of constructing urban base networks and big data analytics platforms. The "Smart Poles" have consecutively won the "2023 WITSA Smart City Award First Prize", "2023 IDC Future Enterprise Awards" Grand Prize for Asia Pacific and Taiwan, gaining international acclaim and letting the world see the light of New Taipei City again!
