Database of rainfall-induced inundation simulations applied in the development of AI models for flooding forecast
We intend to present a rainfall-inundation simulation database which comprises a big number of simulated rainfall-induced inundations by collaborating the storm generator with 2D hydraulic numerical model successfully adapted in NCHC TWCC platform. In detail, the storm generator mainly reproduces gridded rainfall data with high resolution in time and space (i.e. quantitative precipitation estimaton, QPE) by means of Monte Carlo simulation method for the non-normal correlated multi-variates with the gridded rainfall characteristics under the consideration of correlation structure in time and space. After that, the simulated gridded rainstorms are imported into the 2D hydraulic numerical model (SOBEK) to carry out the inundation simulation. Eventually, a big number of rainfall-induced simulations can be obtained so as to create a databased regarding the rainfall-inundation simulation. Accordingly, through TWCC platform, the resulting rainfall-inundation-simulation database can be applied in training a variety of AI models for the flooding forecasts, including the artificial neural network (ANN), the long short-term memory (LSTM), convolutional Neural Network (CNN) and support vector machine (SVM) as shown in the webpage. The relevant results from training AI models using the proposed rainfall-inundation simulations database indicate that the aforementioned AI models are well-established ones which can provide information on the flooding forecasts.

Criminal and street violence cases will affect and cause panic to citizens. In order to diminish street violence cases, reducing the time to solve these cases, protecting citizens’ lives and properties, and allow citizens to live without fear, the Kaohsiung City Police Department (KCPD) built the “3D Street Violence Early Warning, AI Intelligence Collection and Integration Platform” (hereinafter called “the Platform”). The platform utilizes the Internet of Things (IoT) to combine AI image recognition and sound sensing technologies for cross-domain big data analyses. KCPD established cross-platform data interfacing and integration, mainly through “data integration” and “network analyses” to collect with the municipal government’s transportation bureaus and social bureaus; and import existing data from the KCPD data platforms. The Platform will, through web service API, (a) retrieve data built by information systems, (b) conduct big data analysis, aggregate applicable intelligence data and present it in the form of dynamic information, (c) Integrate all information and display it as maps and topologies, improve case handling efficiency. According to KCPD employees’ query, they can adjust factor weights and relationships. Analyze the results based on rational mathematical models and professional case-handling concepts, so that intelligence analysis goes beyond the limitations of platform developers and allows criminal police to maximize their capabilities.

Automotive parts remanufacturing factories adjust their production models based on changes in the used parts market. For example, in the case of transmission boxes, the market typically sees no more than 500 types of common used parts. However, each year, the 50 oldest types are phased out, and 50 new types are introduced. If each part is photographed from various angles and backgrounds, approximately 1,000 images are needed for training per type of transmission box. To facilitate continuous learning for traditional object classification AI, about 50,000 training images are prepared annually. Through the use of generative AI, clients only need to perform handheld 3D scanning and modeling for 50 types of parts each year. Multimodal AI can directly complete the training. The model identification AI can aid remanufacturing factories in identifying the raw materials on-site, assisting in material management while also reducing communication costs in procurement from retailers.

In the past, human operation and judgment were required, but now technology assists people in handling water distribution work. Set up water level or flow sensing devices in important water supply channels and transmit the collected data to the information management platform. Using online information or mobile APPs, water stewards can instantly grasp the field water distribution to achieve the goals of saving manpower and accurately allocating water. Taking the research results of the Jianan Irrigation District as an example, water stewards management can save about 20 to 25% of water by allocating irrigation water. If it is combined with Smart irrigation system, it can save another 5% of water. Currently, Water Resources Department, MOEA continues to cooperate with National Science and Technology Council, Ministry of Agriculture to gradually expand to 3,000 hectares in the Jianan Irrigation District and 3,000 hectares in the Kaohsiung Irrigation District, and gradually promote Smart irrigation and water-saving management technology.

To establish a civil participation mechanism to widely gather opinions from all sectors, the National Development Council has established the "Just Transition Commission." The committee follows a principle of equal representation between governmental agencies and civil society. Members serve a term of two years. The government agency representatives on the committee are deputy ministers from ministries responsible for the 12 key strategies of the 2050 net-zero transition and related issues of just transition. In addition, the members of the civil society include citizen groups focused on environmental, labor, and indigenous issues, as well as representatives from social enterprises and experts/scholars in the field of economic industries. The committee has four working groups: an academic group, a strategic review group, an issue identification group and an influence group. The public-private partnership will work together to promote a net-zero fair transition. Additionally, this year, multiple public consultation sessions are planned to gather current visions and expectations for a net-zero fair transition from all sectors, aiming to enhance public awareness of net-zero carbon emissions and fair transition.

Agriculture is the main industry in Yunlin County. Nearly 1/3 of the population are workers in the primary industry. In addition, more than 60% of the population in the related industry chain is engaged in agriculture-related businesses. However, due to the outflow of young people from rural areas, an aging society, and global climate anomalies have made it difficult for agriculture to maintain stable yield and quality, and the international community has responded to the issue of carbon reduction. How to balance food security and environmental sustainability has become a major issue in the current agricultural transformation. Therefore, the Yunlin County Government promotes the agricultural creation service guidance team, discovers local DNA, combines traditional agriculture to carry out digital transformation of farms, effectively improves agricultural productivity, bridges the gap between labor shortage and unstable production, assists the agricultural industry in line with international carbon reduction trends and create low-carbon sustainable urban and rural happiness.The project won the 2023 Smart City Innovation Application Awards.
