The Asia Silicon Valley Development Plan

In order to connect Taiwan to global tech clusters and create new industries for the next generation, National Development Council launched the Asia Silicon Valley Development Plan (ASVDP). The Plan has two primary objectives: firstly, promoting innovation and R&D for devices and applications of the internet of things (IoT), and secondly, upgrading Taiwan’s startup and entrepreneurship ecosystem. The Plan will also forge three links (local, global and future) through four strategies. Hopefully the Plan will transform Taiwan’s industrial structure with the IoT, and drive economic growth with innovation and entrepreneurship.

Vision, Strategy and Goals



Increase Taiwan’s IoT global market share from 3.8% in 2015 to 4.2% in 2020 and 5% in 2025

Taiwan’s IoT global market share accounts for 4.33% in 2019, and is expected to reach 4.39% in 2020.



Grow 100 successful companies that have successful exits

More than 78 startups have successfully raised more than US$2 million.



Develop and establish 3 global systems integrators in Taiwan

The ASVDP has encouraged potential system integrators (SI) to expand global market through government’s smart city programs.



Successfully attract investments from 2 world-class companies

The ASVDP has attracted global digital giants, including Microsoft, Google, AWS and Cisco, to Taiwan to establish R&D or innovation centers.



Create 1 online learning platform for IoT related sectors

"Asia Silicon Valley Academy" has been launched. Businesses at home and abroad, such as Google, have offered more than 250 courses on AI, big data, Internet of Things, innovation, entrepreneurship and others etc.

Forward Looking

As indicated in the inaugural address of President Tsai’s on May 20, 2020, Taiwan government will promote "Six Core Strategic Industries" in her second term. This policy, founded on the 5+2 Innovative Industries Program, includes information and digital industry, 5G digital transformation & cyber security industry, biomedical industry, national defense and strategic industries, green & renewable energy industries and strategic stockpile industries, to transform Taiwan into a critical force in the global economy.

The Southbound Smart City Forum

The Asia Silicon Valley Development Agency has collaborated with IDC to hold this matchmaking on September 4. ASVDA invites System integrators (SI) of Thailand and Indonesia and Taiwan businesses exchange ideas in the matchmaking and explore potential business opportunities. Resources from various agencies are integrated to industry growth and several applications have been successfully implemented to nurture growth momentum for industries.

The Expanding to Czech, Taiwan and Beyond

The Major League IoT under Asia Silicon Valley Development Agency (ASVDA) in collaboration with Czech Economic and Cultural Office in Taipei is set to host the Expanding to Czech, Taiwan and Beyond event on 24th November 2020. The event features experts from both Taiwan and the Czech Republic to share startup resources, success stories, as well as 5min pitch-demos by 8 startup companies of both sides respectively. The event is aimed to connect industry professionals, startups and investors to explore business opportunities, soft-landing packages and available resources, and thus increase bilateral collaborations.

2020 Australia-Taiwan Future Mobility Forum

Asia Silicon Valley Development Agency (ASVDA) will co-organize the "2020 Australia-Taiwan Future Mobility Forum" on November 25 with the Australian Office and the Trade and Investment Queensland Australia. At the forum, experts from both sides will introduce the general state of the Internet of Vehicles; Taiwanese and Australian vendors will be invited to share their current business conditions and discuss the ways of joint cooperation through the forum. This forum will help the industry to better understand the Internet of Vehicles market in Taiwan and Australia and jointly create new business opportunities in the industry.
