To establish a civil participation mechanism to widely gather opinions from all sectors, the National Development Council has established the "Just Transition Commission." The committee follows a principle of equal representation between governmental agencies and civil society. Members serve a term of two years. The government agency representatives on the committee are deputy ministers from ministries responsible for the 12 key strategies of the 2050 net-zero transition and related issues of just transition. In addition, the members of the civil society include citizen groups focused on environmental, labor, and indigenous issues, as well as representatives from social enterprises and experts/scholars in the field of economic industries. The committee has four working groups: an academic group, a strategic review group, an issue identification group and an influence group. The public-private partnership will work together to promote a net-zero fair transition. Additionally, this year, multiple public consultation sessions are planned to gather current visions and expectations for a net-zero fair transition from all sectors, aiming to enhance public awareness of net-zero carbon emissions and fair transition.

Built on the LangGraph architecture and integrated with multiple Large Language Models (LLMs), the system utilizes Natural Language Processing (NLP) to precisely understand user needs. It supports over 20 languages, providing authoritative information ranging from local culture to real-time post-disaster traffic updates and safe routing. As the first AI Agent in Taiwan capable of proactively calling multi-source real-time APIs across various government departments, it combines LBS (Location-Based Services) with a professionally maintained RAG authoritative knowledge base. This allows the system to push precise safety alerts and personalized itinerary recommendations to users. Through deep OMO (Online-Merge-Offline) integration, the service extends from digital platforms to major transportation hubs, visitor centers, and local businesses. It not only demonstrates the resilience of digital governance but also fully empowers the tourism industry to accelerate its recovery.

Eup has developed a comprehensive video integration platform tailored for fire and emergency rescue operations. By connecting vehicle GPS, 360-degree cameras, body-worn cameras, and drone footage, command centers gain real-time, multi-angle situational awareness. This significantly enhances decision-making accuracy and frontline personnel safety—using technology to protect those at the very front line of emergency response. Criminal and street violence cases will affect and cause panic to citizens. In order to diminish street violence cases, reducing the time to solve these cases, protecting citizens’ lives and properties, and allow citizens to live without fear, the Kaohsiung City Police Department (KCPD) built the “3D Street Violence Early Warning, AI Intelligence Collection and Integration Platform” (hereinafter called “the Platform”). The platform utilizes the Internet of Things (IoT) to combine AI image recognition and sound sensing technologies for cross-domain big data analyses. KCPD established cross-platform data interfacing and integration, mainly through “data integration” and “network analyses” to collect with the municipal government’s transportation bureaus and social bureaus; and import existing data from the KCPD data platforms. The Platform will, through web service API, (a) retrieve data built by information systems, (b) conduct big data analysis, aggregate applicable intelligence data and present it in the form of dynamic information, (c) Integrate all information and display it as maps and topologies, improve case handling efficiency. According to KCPD employees’ query, they can adjust factor weights and relationships. Analyze the results based on rational mathematical models and professional case-handling concepts, so that intelligence analysis goes beyond the limitations of platform developers and allows criminal police to maximize their capabilities.

InsAI: Beyond Traditional OCR. InsAI is an intelligent recognition system that allows AI to truly read and understand real-world documents. By utilizing GSS’s proprietary Computer Vision and patented multi-modal retrieval technologies, InsAI transforms document processing. We help enterprises eliminate repetitive manual entry and streamline verification, paving the way for paperless operations and ESG compliance.

1.Integrate smart water meters, wireless communication interfaces, and online management system to supply a comprehensive solution. 2.Suitable for management of water supply in cities and water consumption in areas like schools, and shopping malls, etc. 3.Real-time monitoring: Integrating GIS information, the system can help users to seize instant water data. 4.Data Analysis: Integrating comparison of water consumption in multiple durations and water balance application to improve leakage and decrease Non Revenue Water(NRW). 5.Abnormal Alarm: With configurable setting of upper and lower limits for water consumption, the system will send a warning message to users when the amount exceeds the acceptable range. 6.Individual Billing: For shopping malls and dorm rooms, the solution can assist managers to independently calculate consumption amount for each vender and household, making billing fair and reasonable.

This project integrates cable TV systems, Civil IoT, and AI video recognition technology to build smart disaster prevention and site safety services. Centered on set-top boxes (STB) and intelligent sensing, the solution focuses on bridging the gap in real-time information and safety protection for elderly and rural populations. Through its wired network infrastructure, the system developed under this project is capable of delivering real-time disaster prevention information, including earthquakes, typhoons, and heavy rainfall alerts. In addition, AI-based recognition capabilities have been integrated into the system. Currently, the system has completed event recognition functions such as parcel placement and retrieval detection. It also performs analysis of human movement trajectories and abnormal group behavior detection. In the future, the system will be further expanded to identify dangerous situations such as violent behavior. Through this project, Taiwan Optical Platform (TOP) demonstrates the potential of integrating cable television networks with AI and IoT technologies to develop a platform for smart disaster prevention and public safety applications.
